PACC files graft, perjury charges against Andaya, wife

Truth & Justice Coalition President Greco Belgica filed a complaint against House Majority Leader Rolando Andaya Jr. and his wife Marissa Lourdes before the Office of the Ombudsman in connection with Andaya’s 2016 and 2017 Statements of Assets, Liabilities and Net Worth (SALN).

The complaint was filed by Belgica on Tuesday over violation of Sections 7 and 8 of the Anti-Graft and Corrupt Practices Act as well as Section 8 of the Code of Conduct and Ethical Standards for Public Officials and Employees.

Belgica, also alleged Andaya of perjury, falsification and serious dishonesty and grave misconduct.

Meanwhile, Andaya, congressional representative of Camarines Sur’s First District, shrugged off the complaint.

“This is part of an ongoing hatchet job against me connected with my desire to run for the governorship of Camarines Sur. That of the thousands of officials, it was done to me, and two days before the start of the filing of [Certificate of Candidacy] at that, smacks of a contracted demolition job,” he said.

“If Mr. Belgica wants to be impartial and fair, I would suggest that he conduct the same investigation into the SALN of my political opponents,” Andaya added.

Belgica, a commissioner of the Presidential Anti-Corruption Commission, alleged in the complaint that the respondents of “gross undeclaration” of the value of a property by stating that the house and lot in Naga City was worth P5 million when the lot alone was actually worth more than the said amount.

 “nine [pieces of property], which appear in the database of the Land Registration Authority,” were also allegedly not included in the SALN.

“Respondent Rolando G. Andaya Jr. cannot allege that some of the [pieces of property], which they failed to declare are registered in his wife’s name, as he — a lawyer and a congressman — should know, that public officers are still mandated to disclose their spouse’s [pieces of propertiy]in their SALN,” Belgica said.
